his dissertation examines the interplay between a particular state building strategy and long-term regime dynamics in Mexico. The project addresses two related empirical puzzles: why did Mexico's extraordinarily durable authoritarian regime fall in 2000; and given that it fell, why did the transition to democracy occur in a process remarkable for its gradual and moderate quality? I build on prior explanations for Mexico's regime durability based on the state's patrimonial politics, but this work departs from existing approaches by extending the temporal boundaries of the analysis to explain the ultimate consequences of these political patterns in the event of regime change. Employing longitudinal analysis and a process tracing methodology, I examine the effects of early state building strategies on regime dynamics in Mexico from the post-Revolutionary period to the historic 2000 election. I find that institutional adaptability and penetrative capacity are the links between state building strategies and regime dynamics in Mexico. When early state builders pursue a centralization strategy which actively incorporates the rural peasant sector, the intermediate result is an increased capacity to monitor and enforce peripheral compliance with central directives, as well as resilient rural sector and agricultural institutions able to buffer the state from exogenous shocks and domestic political challenges. These mechanisms of social control enable the extant authoritarian regime to extend its tenure past the onset of numerous economic crises and advancing political liberalization. Moreover, regime elites are able to use these political resources to manage and contain the transition process through the reinvigoration of selectively allocated patronage and the strategic manipulation of subnational politics. By making it possible for the outgoing regime elites to ensure tolerable terms of transition, these tactics slow the transition process and make it less volatile than it would have been absent rural incorporation.
