现代化的国家是法治国柬。现代文明的社会是法治社会。中国依法治国、建设社会主义法治国家之基本治国方略的确立及其贯彻，对中国社会的发展和进步至关重要。毋庸置疑，现代刑事法治在现代化法治国家中仍扮演着重要的角色，因而刑事法律学科也相应地为国家所重视，成为公认的改革开放以来在我国发展、繁荣最为显著的主要法学学科领域之一，并被首批纳入建设国家重点研究基地之规划。在新世纪建设社会主义法治国家的进程中，刑事法学需要进一步发展与完善，以更为充分地发挥其应有的作用。

中国人民大学刑事法律科学研究中心是以刑事法律学科为研究领域的国家重点学术研究机构，系19四年12月首批建立的15个教育部黄通高等学校人文社会科学重点研究基地之一。中国人民大学刑事法律科学研究中心以中国人民大学法学院刑事法学学科的部分专家学者为专职研究人员，同时聘请国内外一些知名刑事法专家学者作为兼职研究人员。中心主任为著名中青年刑法学者赵秉志教授，中心执行主任为知名中青年刑法学者卢建平教授，中心副主任为扣名中青年刑事法学者何家弘、甄贞、郑定、黄京平教授，中心顾问为著名刑法学家高铭喧教授暨中央政法机关几位专家型领导。在学术研究范围和布局上， 中心以作为国家重点学科的刑法学科为龙头，涵益古今中外刑事法学之主要学科和研究领域。中心下设四个研究机构和研究方向：第一研究室以中国刑法为研究方向；第二研究室以刑事诉讼法暨刑事侦查、刑事物证技术为研究方向；第三研究室以中外刑事法律史为研究方向；国际刑法研究所以外国刑法与国际刑法为主要研究方向。刑事法学相关学科的有机结合和研究队伍的合理组合，乃是中、七鲜明的优势互补之特色。按照教育部的要求，中心应当是具有明显科研优势和特色的国家级刑事法律科学重点研究基地，井经过努力使整体科研水平和参与重大决策的能力居于国内领先地位，在国际刑事法学学术界亦享有较高声誉。为达此目标和地位，中心要以学术研究为核心，深化科研体制改革，实行全面开放，注重高层次人才培养，加强学术交流，引导和促进刑事法律学科的发展与完善，努力建成全国一流的、名副其实的刑事法律科学领域的重点研究基地。
