弗兰西斯·柯林斯，美国著名分子生物学家。1993年柯林斯就任美国国家人类基因组研究中心主任，开始领导并参与了全世界的人类基因组计划(HGP)，此计划最终在2003年宣布完成。2009年8月7日，经美国总统奥巴马提名，美国参议院一致同意，柯林斯就任美国国立卫生院院长。2009年10月14日，罗马天主教教皇本笃十六世任命柯林斯为教皇科学院院士，而早在20世纪90年代初，柯林斯就已被选为美国科学院院士和美国医学科学院院士。
