要搅公民社会浑水也无不可，理论技巧可以更圆滑些，但对历史学者来说或是隔行隔山的要求了。从总结韦伯关于中国城市的论点出发，总结在城市身份（从社区到城市社会，外地移民逐步建立汉口市民身份与汉口地域常驻），商业发展（转运贸易，茶盐贸易，国家依赖商业税收入而对商业控制逐步减弱），政治地位与社会组织（无正式行政层级，但商帮行会、地域群体会社等结社组织发达，提供公共建设与管理渠道和资金，官府也要依赖彼等开展行政，形成多权力中心格局，社会相对国家有自主力与抵抗力），社会结构（逐步形成垂直人口分层，与原有平行地域与行业分层混合），罗老认为中国城市确有前现代性，政治部分自主与社会组织发达方面为精英逐步政治化准备了基础（自主权力、舆论等），止于此即可点出城市自治对政治现代化作用，下本再拉哈贝马斯来垫背了。
