公民权的循环式界定：它既是一种锁闭的工具，又是锁闭的目的；换言之，唯有公民享有自由进入领土的权利，而唯有该领土上的定居者享有公民权。法国人对国族的理解有着同化吸收、属地主义的倾向，肇始于作为资产阶级、民主运动、国族自强的大革命：法律面前政治共同体内的各成员平等、公民权益重新抬头、国与国之间的边界划定乃至统治者与被统治者的直接沟通；更为重要的是大革命蕴含着世界主义和普遍主义因子，消弭了法国完全接受血统主义的可能；德国人对国族的理解有着排外、族裔/血统主义的倾向，其形成是德国现代国家/系统的发展结果：建立在领土国家之间的军事竞争之上，并有着强烈的建构一统内部主权的冲动；国家对穷苦移民的排斥。德国长期以来拒斥属地主义的公民政策，因为它在十九世纪中后期面临普鲁士东部的波兰民族主义和移民潮的双重威胁。
