3星。研究美国地方政府必读的一本书。中心观点是城市政治其实并不重要，因为城市能够控制的东西实在太少了，人们也不关心城市政策。作者定义了一个叫做“城市利益”的东西，其基本含义是城市的经济地位。城市所能做的是利用其有限的土地、人口和资本政策来刺激经济。我觉得作者在提供数据分析上做得挺好的，都是很简单的描述性分析，但是很直观，没有为了造星而用力过猛的问题。只是我觉得读完这本书没有学到太多的东西，其中心观点我也不是特别认同……如果城市不能控制它们的政策，城市可以游说啊！Hye Young You 2017年的AJPS paper就是讲这个事的。所以城市里的政治依然重要，需要筹钱去游说啊……

有同学觉得说三种政策定义太狭窄感觉像是一个商人开出的标准现在很多不适用我个人觉得这本书在70年代的时候make sense就够了而且我觉得作者roughly calculate的算法还可以啊大浪淘沙能有多少理论经得住时间考验不过今天课上收获良多 optimal size 还有推荐全球化和城市相关的书礼拜一礼拜二两门课的老师每次总能推荐很多与课程相关但是并没要求的读物像海绵吸水一样吸取新鲜知识的感觉真好
