政府在风控中的作用，就像之前在risk部门干活的时候看到所有像样的公司都有风控部门，其实一生一遇的黑天鹅事件随时都会发生，比如我们今年就全见识到了新冠全球流行和美股熔断了，但政府对大灾难似乎总是没有预备。把这个书当成政治来看就没意思了，要当成商业书，把政府看成大集团，自然灾难看成公司风险管理，政府也需要搞collaborative disaster management framework（多嘴一下这玩意在联邦和民主政府以及IGO间根本搞不起来）。灾后重建保障灾民利益，我怎么觉得就像大公司合并重组之后保障用不上的老员工一样不可能。
