评分4星。本书提出了这样的一个观点:美国当年牛逼起来就是靠的今天华为这样的模式——政府给钱、私有企业管理、科学家搞研发。这个模式不是中国发明的,而且很有可能美国就是滥觞。作者想建议美国政府的就是要重新拾起这个政府支持的研发模式,并且要提高学生的理工科教育,这些都是在二战和美苏争霸时期美国做得明显更好的。作者认为今天的美国要新投资更多的研发中心,带动当地的经济增长、创造就业,并因此搞了一个城市指数来识别哪些城市应该投资。但是,作者比较天真的一点是认为搞一个独立的委员会就能防止分配性政治,毕竟是委员会就存在政治任命的问题,就可以操纵。所以,根本问题还是怎样防止分配性政治。另外,最后一章提到了中美之间的科技竞争,作者从让美国反思自己投入够不够的角度来讲是客观的,而不是一味讲中国的偷窃问题。
