為適應我國高等教育新的發展形勢，深化教學改革，提高教學質量，滿足新時期國傢對人纔培養的需要，2007年9月教育部在試點的基礎上正式頒布《大學英語課程教學要求》。《教學要求》規定，大學英語課程的教學目標是：培養學生的英語綜閤應用能力，特彆是聽說能力，使他們在今後工作和社會交往中能用英語有效地進行口頭和書麵的信息交流。因此，提高英語交際能力既是時代的需要，也是眾多英語學習者夢寐以求的目標。
