馬凱碩（Kishore Mahbubani），現任新加坡國立大學李光耀公共政策學院院長，被認為是新加坡內閣資政李光耀的第一智囊，任職新加坡外交部長達30餘年，曾擔任新加坡常駐聯閤國代錶、聯閤國安理會輪值主席。《時代》雜誌稱他是“21世紀領袖的代錶人物”、《經濟學人》稱他是“亞洲的'湯因比'”、《華盛頓郵報》稱他是“推動儒教倫理的'馬剋斯•韋伯'”。他被視為亞洲價值觀在國際上的宣揚者和整個亞洲的發言人，也成為亞洲最具國際聲譽的公共知識分子之一。 2005年，他被美國《外交政策》雜誌及英國《展望》雜誌評選為“全球百大傑齣知識分子”。其著作有《亞洲人會思考嗎》、《超越無知年代：重建美國與世界的信任》，《新亞洲半球》是他的第三部著作。
