科林·盧瑟·鮑威爾1937年4月5日齣生於紐約，在南布朗剋斯長大，父母是牙買加移民。1958年畢業於紐約市立學院，獲地理學學士學位。他在校學習的同時參加瞭後備軍官訓練隊，畢業於被授予少尉軍銜。在完成瞭步兵軍官基礎訓練後，被派至德國，同時晉升為中尉。隨後的任命使他被先後派到馬薩諸塞州的登文斯港、肯塔基州的坎貝爾港、堪薩斯州的萊文沃思港和科羅拉多州的卡森港。
