Four people have just learned that Hurricane Katrina is on a collision course with New Orleans. One is a politician given the responsibility by the mayor of New Orleans to evacuate the city. One is a music producer living among neighbors who donat like him. One is a young single mother of three, and the last is a convicted sexual offender who just received a letter from his parole officer to report to the Superdome for emergency shelter during the storm. New Orleans is hit; the levee that protects the city falls. Streets are flooded and thousands of people are trapped. These four individuals learn firsthand the horrors that could grab hold of a city when social unrest takes to the streets. The government will fail, the law will fail, the moral fabric of the community will tear under the pressure. The only thing that will endure is the human will to survive, but under such circumstances, sometimes even that is not enough.
