With urban dropout rates hovering at 50 percent and test scores well below national averages, it is apparent that we need to better understand the challenges that urban education represents for students and teachers. There are two primary reasons why we need to do this: first, because the long-term movement of the country's population is shifting from rural to urban/suburban centers with skyrocketing enrollments in urban public schools; and secondly, because immigration into the country has increased dramatically with the most newly arriving immigrants settling in urban cities with ethnic communities. Along with the scrambled collection of social, financial, and political issues that compound educational decisions, it should be clear that urban education will assume increasing importance in the country's national conscience.
