研究政策过程话语的必读之作。前两章理论部分梳理的很细，尤其是关于话语如何建构政策和观念的论述都很好，几个比较有用的分析概念是，story-lines, discouse coalition, metophar, 但感觉文章后边变成了描述式的介绍，似乎没有很好回答话语如何改变制度这一问题。
