史迪芬·E·盧卡斯，美國頂尖的傳播學者，威斯康星大學麥迪遜分校交際藝術學教授。被譽為“演講之父”。

1972年始執教於威斯康星大學麥迪遜分校至今。自1973年開始。盧卡斯教授在威斯康星大學主持演講課程。30多年來，他組織瞭無數次教學教材革新，先後培養瞭數百位研究生助教。他應邀主持或參加的各類演講培訓項目幾乎遍及全美各地的高校。2002年起連續五年擔任我國“21世紀杯”和”CCTV杯”等全國大學生英語演講比賽的評委。

盧卡斯教授學術成就卓著。他的第一本著作《反抗的徵兆：費城的修辭與革命(1765—1776)》．獲得美國傳播學會1977年度金奬，並獲普利策奬提名。此後．又因一係列的重要文章如《美國公共演講的復興：修辭學批判的文本和語境》(1988)、《獨立宣言的風格藝術》(1990)、《獨立宣言的修辭學溯源》(1998)等榮獲美國傳播學會專題論文年度金奬。
