Building on a survey of media institutions in eighteen West European and North American democracies, Hallin and Mancini identify the principal dimensions of variation in media systems and the political variables which have shaped their evolution. They go on to identify three major models of media system development (the Polarized Pluralist, Democratic Corporatist and Liberal models) to explain why the media have played a different role in politics in each of these systems, and to explore the forces of change that are currently transforming them. 相比于《传媒的四种理论》确实要实际并且先进很多。尽管所比较的都是西方社会，但提供的方法基本上是普适的。

提出了区分北美，北欧，南欧/中欧地区媒体系统的四个维度。其中最有启发的地方是提出journalistic professionalim 和 political parallelism 不是必然冲突的关系，举了Poland和以色列表示二者可以并存。这也是两位作者自认为比较大的发现。具体分析的部分，英美系统讲的比较清楚，欧洲的地域区别不是很明朗，特别是南欧和东欧。
