文化部分讨论很少，主线是伪满洲国时期人们对酒和鸦片的看法与做法。前两章描述了古代历史和满洲背景。中间三章论酒，初期各公司把酒和医疗以及现代化生活相连，后来随着局势变化民族主义兴起，大家转而责备饮酒与懒惰、病弱说辞等相连。最后三章谈论鸦片，第六章谈论鸦片馆的女招待，性别问题喧宾夺主。而后是控烟运动，谈了各式戒毒机构、各式“无痛高效”的戒毒药物。很多现象和现在极其相似，如各式吹嘘疗效和逼格的广告（对应酒），用各种手段治疗lgbt、网瘾的机构（对应不靠谱的戒毒所），各种无痛高效XXX（对应药物）。历史总是相似的。作者认为日本政府的控制研究态度与中国民众合流，因此放任人们的批判言论（包括对社会其他方面以及欧美帝国主义的批判），但这些批判言论实则也包含了反日情绪，加速了伪满洲国的崩溃。图很有趣加一星。
