Constitutional order的最大問題就是沒有任何製度能真正約束所謂的"leading state"，Ikenberry根本沒有解決這個問題，而是認為the leading state作為理性人能夠在利弊權衡下自我約束，天真的美國人啊。"There is a strange duality to the book: it combines aspects of both liberal idealism and Machiavellian realism. "

詳細、但無聊的著作，完全是ad hoc的理論。二層解釋三層的邏輯，足夠強大、而又自由民主的大國纔能在戰後抓住機遇建立具約束力、有路徑依賴、製度收益日益增長的製度，約束自己權力、長遠收益及引誘二三等國傢加入，以此維持國際秩序，可以同老米理論並稱為美國霸權的製度派鼓吹手。可以說是一個”僞”的製度理論：與基歐漢一般，完全從製度功能齣發去論述製度為何存在，卻不探究其起源。其實製度根本不是全書中最重要的變量，不過是一個備選項而已；決定戰後霸權國會否采用製度方式去建立霸權和秩序的，反而是一個國內政治變量——製度上是否自由民主。而解釋製度能否維持的，又是另一個國際政治變量——霸權國與二三等國傢的權力差距。如此說來根本上還是一個霸權權力決定秩序的製度，且按照Lake的研究，霸權權力差距不因為製度化而縮小。
