The years following September 11, 2001 have marked a turning point in Japan's defence strategy, marked by the erosion of the normative and legal restraints that had prevented the commitment of the Japanese military overseas. Utilising poll data from Japanese newspapers, as well as extensive interview material from Japanese and U.S. policymakers, Daniel Kliman argues that both Japanese elites and the general public increasingly view national security from a realpolitik perspective. This more aggressive view on national defence has led Japan to undertake a series of precedent-breaking initiatives, including the deployment of the Maritime Self-Defence Force (the Japanese navy), introduction of a missile defence system, and the deployment of troops in Iraq. However, the author argues that the nature of Japan's strategic transition should not be exaggerated, and that Japanese defence policy will remain subject to normative constraints, albeit in weakened form.
