基本可以确认是近年来的一部集大成作，重要贡献可能是整合推进了晚清权力地方化和五族共和这两个思路，在清朝开国至20世纪的地缘设定（缺少同体量邻敌，无需进行西欧式的财政军事集权）、相应的财政构造（清中期经略西北确立早期近代疆域国家时形成“低水平财政均衡”，有多大本钱就打多大仗，不是新清史流的“帝国”扩张）和国族认同（疆域较奥斯曼等扩张帝国更稳定，汉族构成绝对主体人口）里回答，清朝为何不是“帝国”，现代中国为何能继承维系其疆域人口、建成多民族的现代国家。说通故事的要点是1850年代后清廷为强化资源动员实行的地方化集权主义。李著似认为，不一棍子打死“内轻外重”，才能理解其后续：20世纪的革命政党必须作为地方竞争者建设财政军事组织、重建国家。读后唯一存疑处也在此：连续性是有了，“革命”安在？期待中译。
