All too frequently there has seemed to be no middle way between the learned monograph dealing with an historical episode in one narrow context and the more ambitious study generalizing at random from a bewilderingly wide-ranging background. Yet certain clear insights can be gained by a more controlled group of parallel and com- parative studies. It is possible by means of concise individual case studies to underline those elements which are unique and particular to each topic's manifestation in a given time and place. Each author in the present series will provide a framework foranalysing a particular historical episode or problem in changingsettings, and will also suggest a personal perspective in the openingand closing chapters. Other comparisons published or in preparation consider theideals and practice of urban planning in four different contexts,and the development of broadly-based municipal authorities in theVictorian city.
