作者萨缪尔•E•芬纳，英国著名政治学家、历史学家。毕业于牛津大学，曾执教于贝利奥尔学院，后任基尔大学政治学教授，1966年开始任曼彻斯特大学政治学系主任，1974年回到牛津大学并任格拉斯顿讲座教授。芬纳还曾任英国政治学会主席和国际政治科学协会副主席（1965－1969）。芬纳一生博学多产、著作等身，代表作有《马背上的人：军事力量在政治中的作用》（1962）、《比较政府：政治学研究导论》（1974）和三卷本《统治史》。

译者王震，上海社会科学院世界中国学所副研究员、法学博士，兼任西亚北非研究中心秘书长，主要研究领域为国际政治、世界历史等。2005-2006年曾赴以色列特拉维夫大学访学，多次参与国家社科基金、教育部等委托的重大科研项目，目前独立主持国家社科基金和上海市社科规划办委托项目，研究成果曾获“第九届上海市决策咨询研究成果一等奖”。已在《社会科学》等重要学刊发表论文20余篇，出版有专著《一个超级大国的核外交：冷战转型时期美国核不扩散政策（1969－1976）》（新华出版社，2013年）。
