本书是对“conflict trap”的详细阐释。Collier强调战时维和与战后援助的必要性：1.基本人道主义原则（可避免的大屠杀）。2.战后政府的军备预算仍会居高不下，一方面无法顾及重建与发展（而发展才是冲突的根本对策），另一方面会加剧反对派的敌意和重新开战的可能性，因此需要相对中立的第三方的介入。3. 推行民主化对于贫困国家而言是危险的，会加强种族政治，这条alternative是不可行的。可以说Collier对军事介入抱有相对乐观的态度；本书出版于2009年，看不到Collier对伊拉克战后乱象的分析，有点可惜。

缺乏深度，缺乏广度。不过主流政治经济学和发展经济学都有这些毛病。作者已经努力了。
