比較中國和印度的社會經濟發展，更多時候是轉型序列、製度安排、社會情境的差異，而遠非民主/不民主的政治性問題所能概括。這本書不僅豐富瞭對印度的理解，而且也為理解我們自己開啓瞭一個新的視角。比如勞動密集型的産業結構方能讓農村勞動力完成現代化轉型，比如官員與資本的緊密聯係能夠提高發展效率，比如前三十年的平均主義和基礎設施建設為經濟騰飛奠定瞭不可或缺的基礎。第十章更是精華，照應瞭民主與發展的經典問題，說明集權體製對於發展既不是“必須”的也不是“足夠”的。而印度的民主並不能夠像理論上說的那樣讓政治傢注重於提供社會保障，有種族的原因，也有地方政府資源和能力有限的原因。中國的非民主體製，也在危機處理、信息流動和閤法性上有著深刻的隱患。除此之外，這本書也為如何進行宏觀的政治經濟分析提供瞭一個良好的範例。

不過大體意思我是同意作者的：中國今天的市場經濟搞得更好，很大程度上是中國前三十年是更好的社會主義者——各類社會投資做得比印度更好。（此處再次響應前三十年和後三十年要是不能割裂看待的！）而就算在後三十年，中國的政治體製讓中國能更好地開展各類改革（以剋服地方利益）和作公共投資。隻是作者沒有對中國的政治體製*如何*實現這些目標作更細緻的分析，而這在我看來纔是更關鍵的事情。

資料詳盡、立論平實。最後一章比較中印的民主和發展論述也很靠譜。推薦。那兩個流行的觀點：中國發展比印度好是因為中國不民主，印度發展將要比中國好因為印度民主，都實在太腦殘瞭。。。
