公共管理是科学还是艺术？值得一读的好书，刚刚获ASPA的最佳图书奖。其实更多可以说的是研究方法书，里面讲了定量、定性和混合方法来构建理论，而且推崇公共管理的多源流论，值得称道。比起简单的传统公共管理的二分法，显得弥足珍贵。

翻书党#Riccucci老师的这本书试图回答的是所谓公共行政到底是个啥？是一门艺术还是一门科学？科学的话，司马贺所言，事实与价值两分；艺术的话，就是价值难分离。整本书其实不复杂，各有各的理，那么就问题导向，什么时候合用什么手段，就开始用起来。定性定量MIX也都无所谓。有点像早年的工匠做东西也不懂各种数学定理，后来也传承下来了。我还比较倾向这种态度，尽管我认为MIX已经是无法避免的了，而单纯的质性研究，至少从经济学来看，是完全在学术演化过程中被淘汰了。其他社会科学恐怕也不会例外。
