Negri和Hardt自行出版、面向诸众的一部宣言。第一章展示了被现代资本主义限制的四种状态，第二章给出了走出这些障碍的方案。第三章可以视为简写版的Commonwealth（大同世界），探讨如何建构新型的constitutional power以及相应的全球秩序。整部宣言的格调依次是悲观、悲愤和激情。Negri和Hardt是用斯宾诺莎的形而上学想象了一种新型人类，依据此定义才描画出了这样一副激进民主的图景。在此，关键的概念是singularities，它内在地具备多元性且只能在与他者关系中找到自身外在的形式。这样的单义性的存在者就被赋予了解放者commoner的形象，就是能够完全打开私人领域，为所有政治联合赋予普遍性的诸众。

第一章提出的现阶段（全球资本主义）的四种主体：indebted, mediatized, securitized, and represented倒是挺有意思的，但未免太西方中心了点。后面的内容感觉很零散，阐述构建commons的部分都不太看得进去，理论东借一点西凑一点，一会儿斯宾诺莎一会卢梭，但也没讲出个所以然来，希望以后看他们合作的三部曲的时候，可以有更好的理解。

很薄的一本小册子，以2011年全球的一系列反抗运动为契机，基本上还是延续了帝国三部曲尤其是《大同世界》探讨的一系列问题，如在生命政治生产时代下如何争夺共同性，诸众的组织与政治决策，构建新的民主社会等。最主要的目的还是寻求一条摆脱资本主义统治与支配的道路，把私有和公有变为共同所有，这一系列主张在当今时代看起来似乎仍然有很浓厚的乌托邦色彩，但是作者也坦言这种新社会的条件至今仍未出现，我们需要边等待边做好准备迎接它的到来。
