自由既是發展的目的，又是發展的手段——Sen想要著力打破的是“自由是否能夠促進發展”的因果討論，從而將對“發展”的討論焦點和評價尺度從“産齣與績效”轉變為“freedom和capabilities的提升”。很明顯Sen的言說對象是各類政策製定者，他指齣民主、市場、教育醫療等一係列的機製安排都同時是提升人們freedom和capabilities的目的和手段，不可偏廢整體中的任何一個，力圖統閤諸般原則和價值——在這一點上，他做的很成功，也開啓瞭有意義的視角。然而，這本書非常缺乏現實感，從不考慮在資源稀缺的情況下這種統閤性的價值如何同時實現；經驗材料和機製分析也比較粗疏，很多地方並不能對他的論點構成嚴謹的支撐。

森博士論述自由的經典書目，可是到目前為止那麼多國傢（特彆是撒哈拉以南國傢）的發展似乎都在證明以‘發展途徑的自由’為中心的發展並沒有帶來自由，那麼在缺乏‘兩個基本點’前提下的這個中心價值何在？

2013-9-8在哈佛書店COOP的Faculty 書架上讀到這本書，其中一個章節談到英國的人均壽命在兩次世界大戰之間，意外地得到飛速提升，兩次戰爭的十年中人均預期壽命提升瞭大約7歲。這真是一個有意思的現象。解放後，中國人的人均壽命也得到飛速提升，需要尋找類似的數據和研究。
