在講非洲農業政策與失敗故事的同時涉及政治經濟學許多基本問題和方法，尤其重視政治勢力在經濟分贓問題上的博弈，可看成國傢失敗大命題的一個注腳。非洲各地麵臨典型發展中國傢問題：快速工業化的欲望和相對落後的農業部門難以産齣足夠原料和資金供使用。不同於東亞國傢雙管齊下、工農皆補貼，非洲在齣口經濟作物、本地加工業、初生工業和農工管理官僚等強大利益集團影響下，以殺雞取卵政策，壓低食用榖物價格保證城市居民和工人供應，中間剪刀差或收歸國有、或為官僚自肥，生産規劃和技術補貼政策隻惠及少部分人，貨幣故意升值以鼓勵購買進口資本品，暴力鎮壓和分化實惠瓦解普通農民的反抗，以此維持一種脆弱的政治經濟平衡。然食品不足終將推高食品價格、農業被壓榨見底、工業停滯，壓迫者反抗、受惠者不滿，國傢陷入混亂，最典型的非洲故事。

故事很簡單，就是非洲國傢怎樣按發展理論所說剝奪農業發展工業，而政府乾預怎樣一項項失敗的。集體行動的邏輯農村組織不起反抗，政府更偏好項目製而非農産品價格的調整來獲得更多的政治支持。寫得倒是乾淨利落堪為典範，隻是不免懷疑有將復雜性簡單化的趨嚮。不過不失為政治過程和發展各種互動的好作品
