政治学和社会学的”权威“概念用在国际政治上，表明国际系统并非全然无政府而是有一定的政治和经济层级存在，借科斯的话说，是无政府海洋中的层级孤岛。可为”国际社会“的存在做一注脚。变量的选取颇见心思，安全层级选取美国在本国驻军时间数量及非同时为美国盟友的盟友数量，经济层级选取与美国以外国家贸易额，及汇率制度对美元挂钩成都，在operationalization上颇见功夫。得出结论几乎都毫无疑问，就是美国仍然维持对许多国家的层级关系。不足是对政治学合法性概念运用不足，仅仅做一个”法治层级“及”实际行为层级“的划分，蜻蜓点水。显然所谓安全和经济层级可以对应为国际无政府状态下霸权国合法性的两种来源，加以深入探究。另外”层级“是否必然产生”权威“？书中探讨略嫌不足，其实层级力量投射也是很有趣的课题。
