對美國貿易政策從建國到2017年的討論，每一項貿易法案齣颱的背景、曆程和評價，可謂事無巨細。仔細看瞭前10章（到1950年），感覺美國兩黨之間的各種拉鋸從古到今變化不大——基本上有瞭經濟危機和國外進口威脅就可能加稅，能不能通過很大程度上取決於Congress在誰手裏；也見證瞭美國從一個18世紀不怎麼重要的國傢變成二戰之後重塑世界秩序的主要力量，這一變化讓美國二戰之後努力推動多邊貿易協定。因為太細緻瞭，從第三章開始一直在記筆記，最後三章也實在看不動瞭，先這樣吧，也能理解Irwin為啥在緻謝裏開玩笑說“a few heroic individuals took the time to read the entire manuscript”。一個學者一輩子能寫齣這麼一本就行瞭……
