真‧全明星卡司。整本书集中讨论清代中央集权的尝试与地方管理的矛盾之处。Lapidus对比中国和伊斯兰世界的社会秩序：前者是gentry与官僚体系相互依存，中央与地方说到底还是由上到下按等级治理；后者则是地方强人割据，国家与地方用bargain的方式相互制约，甚至国家本身就是一个大的部落氏族。史景迁写清代禁烟的失败（文笔比他平时差远了啊，得到的结论是在技术手段的局限性之下，这类任务必须要有民族主义的激进情绪才能完成。魏斐德那篇后来在整合到了《洪业》里，关于复明斗争与地方主义是如何交织的，以及忠明集团内本地士绅和外来武人之间不同的观念和利益。孔飞力写从清代到民国地方自治的演进，而其矛盾在与：自治是为了国家更有效控制，但最终沦为土豪劣绅攫取利益的工具，因旧有的社会结构不可避免导致地方强人威胁国家。
